Church St Neighbourhood Management aims to regenerate the Church St Ward of Westminster. It was set up in 1998 by Paddington Development Trust, initially as the Church St Neighbourhood Forum. In 2005 it was recognised by central government as 1 of 35 national pathfinders in Neighbourhood Management and awarded funding for 7 years.
Neighbourhood Management aims to achieve the renewal of the area without seeking huge new pots of money. Every year the major service providers - the Council, the Police, the Primary Care Trust (PCT), Job Centre Plus, Registered Social Landlords (RSLs) etc - spend something upwards of £30 million a year in an area like Church St. Neighbourhood Management is trying to deliver positive change to the quality of peoples' lives by ensuring that these mainstream budgets are spent more wisely, that they are more accurately targeted to meet the particular needs of Church Street, and most importantly, that duplication of public spending is avoided.
Fundamental to these aims are the roles of people living and working locally. As people go about their daily lives they see and experience at first hand the delivery of mainstream public services. They see where it is working well and where it is poorly targeted or badly co-ordinated. Neighbourhood Management in Church Street promotes a strong influence of local people in the delivery of public services. Equipped with in-depth "street level" knowledge of the neighbourhood, Neighbourhood Management requires managers and decision-makers to consider whether the resources in their hands are used to the best effect.
